No, the dealer technically does not owe you any thing, if he really did remove and check the petcock.
In the future be careful of what you request, because some dealers are unscrupulous. I remember a case where a person said replace all the things that are bad and the dealer used the manufactures specs. to replaced everything that was out of manufacture tolerance!
